INTERNATIONAL BEST PRACTICE IN BUILDING AN EFFECTIVE INNOVATIVE INFRASTRUCTURE FRAMEWORK

The article seeks to explore the issues of finding the most optimal innovative solutions for building novel infrastructure to ensure effective population protection. Almost daily, the world market reveals the advent of ideas and suggestions on how to make modern homes comfortable and safe. Scientists from all over the globe are working on the creation of new ultra strong and safe building materials, developing incredible, sometimes cosmic architectural ideas and then implement them successfully in reality. It is emphasized that Ukraine being a progressive and innovative country cannot stay aloof and currently is gaining good experience in implementing innovations in construction. It has been observed that while promoting a smart house concept, Ukraine somewhat weakened efforts to maintain its own security, as well as lost its vigilance towards its ‘neighbour’. A special focus is put on the radical change of priorities and the conclusion is drawn that in modern realia, houses, buildings and other city premises have to become a reliable fortress for the population. The study resumes that as a result of the full-scale invasion to Ukraine by the Russian Federation, relentless missile attacks and a threat of nuclear warfare, Ukrainian society has faced a whole range of new challenges including a large-scale destruction of infrastructure in many cities and a critical lack of civil defense facilities. It is argued that the issue of citizen security in the future should be a government imperative and is primary priority in Ukraine and rely on successful best practice from other countries. The findings assert that from now on, the "new" Ukrainian urban architecture and design should strictly adhere to safety norms and standards, since more than 60% of the Ukrainian population live in cities. It is also noted that urban population demonstrates higher civic engagement which has to be taken into account. Thus, the creation of specially equipped zones where every citizen will feel safe is paramount to enhance the life quality of urban population, especially against the risk of missile attacks. In the context of this study, the issues of citizen security and safety are viewed as a powerful driving factor to reduce social tension and build trust to the government and its policy.
