THE STRUCTURE OF PUBLIC MANAGEMENT OF THE ROAD SECTOR AS A COMPONENT OF UKRAINE’S INTEGRATED TRANSPORT SYSTEM

Abstract

This article provides a description of Ukraine’s transport network, its significance for the development of the trans-European transport network, and identifies the reasons for certain discrepancies between the national road network and European requirements. The structure of public administration in the road sector is schematically presented, and the interaction of enterprises, institutions, and organizations in the implementation of works and services for the construction, development, and maintenance of public roads of national importance is illustrated. A description is provided of the classification of highways based on their purpose, and the proportion of roads of national and local significance within the national road network is indicated. The importance of different types of roads in the functioning of Ukraine’s unified transport system is determined. An analysis of the entities managing of public roads of national importance is conducted, and their powers in this process are defined. The greatest emphasis in this regard is placed on the regional divisions of the State Agency for Infrastructure Restoration and Development—the Infrastructure Restoration and Development Services in the regions—which act as the contracting authorities for the procurement of goods, works, and services necessary to ensure the fulfillment of the agency’s objectives, scope of activities, and functions in the respective region. The participation of private or state-owned contracting organizations in the overall process of public management of the road sector has been defined. The entities responsible for managing local roads have been analyzed, and the specifics of their interaction have been identified. The role of the central executive authority in managing both national and local roads during a special period, when the importance of defense-related roads and the adjacent local road network increases, has been highlighted. A description and schematic representation of existing and potential sources of funding for the road sector are provided, as well as the procedure for using funds from the State Road Fund, which has certain differences for the of public roads of national importance and the local importance. Regulatory documents governing relations related to the operation and development of highways are identified. The negative aspects of public management of the road sector are highlighted, and alternatives are proposed.
