PRIORITIES FOR ENSURING THE TOURISM INDUSTRY'S ECONOMIC SECURITY IN THE CONTEXT OF GLOBAL SHIFTS

The relevance of the study is due to the fact that in the context of global changes, the tourism industry of Ukraine operates under the influence of security, economic, infrastructural, digital, and institutional transformations that change its internal structure, increase vulnerability, and require a transition from reactive to proactive management of economic security. The purpose of the article is to substantiate the priorities for ensuring the economic security of the tourism industry in the context of global changes. The need to set priorities for ensuring the economic security of the tourism industry, based on analyses of structural changes, digital tools to reduce vulnerability, and a scenario-based approach to strategic responses to global changes, is identified. The methodological basis of the study was the systemic, structural-functional, logical-content, scenario, and strategic approaches. The study found that global shifts affect the tourism industry not only as externally destabilizing factors, but also as factors of its deep structural transformation. The feasibility of distinguishing between constructive and destructive structural shifts, which have different impacts on the industry's stability, adaptability, and manageability, is substantiated. It is determined that digitalization is not only a technological but also a strategic tool for reducing the industry's vulnerability through increased information transparency, early risk identification, greater decision-making flexibility, enhanced coordination among market participants, and adaptation of the tourism supply to new demand models. The possibilities of a scenario approach are revealed, allowing modeling alternative trajectories of tourism industry development in response to changes in the security, economic, infrastructure, and demand environments. The scenario approach performs analytical, preventive, and managerial functions to ensure the economic security of the tourism industry amid global shifts. The practical significance of the results lies in the possibility of using the proposed provisions to enhance strategic management, improve monitoring quality, substantiate response scenarios, and develop a holistic model for proactively ensuring the economic security of Ukraine's tourism industry.
