Abstract

The article explores the interaction of elements within the organizational-economic mechanism in the healthcare sector from a contemporary perspective. The author identifies key challenges that define the interaction of elements within the organizational-economic mechanism in the healthcare sector of Ukraine. These challenges include ensuring financial stability of the healthcare system, strengthening the human resource potential of the healthcare system, developing electronic healthcare, and enhancing cybersecurity. It is revealed that the foundation of the organizational-economic mechanism in the healthcare sector lies in the implementation of an operational plan aimed at realizing the development strategy of the healthcare system by 2030. The primary goal of the interaction of elements within the organizational-economic mechanism in the healthcare sector is identified as the improvement of the standard of living and quality of life of the population, ensuring the preservation of the health of all citizens. To achieve this goal, it is essential to provide healthcare institutions with adequate financial resources and proper staffing. In the realm of financial support for healthcare, the most significant issue is the deficit of state funding, leading to a reduction in the provision of free medical assistance. Financing of the healthcare sector is sourced from allocations from the state budget of Ukraine, local budgets, funds from enterprises and private individuals, as well as other legally permissible resources. The article analyzes the dynamics of changes in the volume of expenditures from the state budget of Ukraine on healthcare, revealing annual increases. An important element of the organizational-economic mechanism in the healthcare sector is identified as the human resource potential of the healthcare sector, and the main problems leading to a decline in this potential are outlined. Ways to enhance the level of human resource provision in the healthcare sector are proposed. Indicators of the staff composition and network of healthcare institutions in Ukraine are analyzed, emphasizing that sufficient funding for the healthcare sector and the resolution of staffing issues will be the main directions for improving the organizational-economic mechanism in the healthcare sector.
