Abstract

In the context of labour market transformation, increasing workforce shortages, and growing attention to the principles of sustainable development, the formation of an inclusive human resource policy in tourism and hospitality enterprises is becoming particularly relevant. The industry is characterized by high labour intensity and a significant dependence of service quality on human capital, which necessitates the search for new approaches to employee recruitment, retention, and development. At the same time, the need to integrate persons with disabilities, veterans, internally displaced persons, and other socially vulnerable groups into the labour market creates a demand for the implementation of inclusive human resource management practices. The purpose of this article is to substantiate the theoretical foundations of forming an inclusive human resource policy for tourism and hospitality enterprises and to develop a conceptual model of its impact on workforce sustainability and the sustainable development of enterprises in the sector. Based on the analysis of scientific literature, contemporary approaches to understanding inclusive human resource management were generalized, and the role of inclusiveness in ensuring sustainable enterprise development was identified. It was found that current labour market trends in Ukraine, workforce shortages, and the insufficient level of accessibility within tourism infrastructure increase the need for the development of an inclusive human resource policy. An author’s interpretation of the concept of "inclusive human resource policy" was proposed, and its key principles and components were determined, taking into account the specific features of tourism and hospitality enterprises. A system of principles for inclusive human resource policy was developed, including equality and non-discrimination, accessibility, participation and engagement, support for diversity, employee adaptation, and professional development. A conceptual model was designed to demonstrate the impact of inclusive human resource policy on workforce sustainability and the sustainable development of enterprises by shaping economic, social, organizational, and reputational effects. The study substantiates that inclusive human resource policy is an important tool for expanding workforce capacity, enhancing workforce sustainability, and ensuring the sustainable development of tourism and hospitality enterprises. The implementation of inclusive human resource management practices helps reduce workforce shortages, develop human capital, improve service quality, strengthen the employer brand, and foster a socially responsible model of enterprise development.
