ESSENTIAL CHARACTERISTICS AND TOOLS FOR ASSESSING UKRAINE'S AGRICULTURAL POTENTIAL IN THE CONDITIONS OF DIGITALIZATION

Abstract

The article explores the theoretical and methodological principles for determining the essence of Ukraine's agrarian potential in the context of the digitalization of the economy, global transformations, and the post-war restoration of the state. It is substantiated that the agrarian sector of Ukraine remains one of the key drivers of the national economy, ensuring the state's food security, developing export potential, and supporting the socio-economic stability of regions. It is established that modern challenges, including military risks, climate change, structural deformations of the agro-industrial sector, and increased global competition, require rethinking traditional approaches to interpreting Ukraine's agrarian potential. The scientific approaches of domestic researchers to defining "agrarian potential of Ukraine" are summarized, and it is established that most existing approaches are based primarily on a resource interpretation and do not sufficiently account for the impact of digital technologies, innovations, and modern transformation processes. The author's definition of the agrarian potential of Ukraine is proposed as an integrated multi-level system of interconnected natural resources, land, production, technological, labor, investment, innovation, institutional and management, infrastructure, and information and digital components that determine the ability of the agrarian sector to operate effectively, competitively, and sustainably. The structure of the components of Ukraine's agrarian potential is systematized, and their functional purpose is determined. The basic, supporting, developmental, regulatory, and resulting components of the agrarian potential are identified. Particular attention is paid to the information, digital, innovation, and investment components as key drivers of the modernization of Ukraine's agrarian sector in the context of digitalization. The role of smart technologies, Big Data, IoT, geographic information systems, precision agriculture, and ESG principles in increasing the efficiency of resource use, the competitiveness of agricultural production, and the environmental sustainability of the agrarian sector is substantiated. Key indicators for assessing the components of Ukraine's agricultural potential are proposed, considering modern economic, environmental, and digital transformations.
