Abstract

The article substantiates the need for a comprehensive assessment of the effectiveness of a digital platform for tourism logistics management as an instrument for coordinating tourist, information, transport, service, and financial flows within a tourism area. It is established that conventional indicators used to evaluate digital products, including the number of downloads, user activity, and transaction volume, do not fully reflect their impact on the organization of tourist flows, the accessibility of cultural sites, the quality of the tourist experience, and the economic performance of tourism system participants. A methodological approach to assessing the effectiveness of a digital platform is proposed. The approach involves the formation of a system of logistics, technological, user-related, cultural, economic, social and environmental indicators. Procedures for indicator normalization, determination of weighting coefficients, and construction of component indices are substantiated. An integral effectiveness indicator is proposed to summarise the assessment results, account for the balance among individual components, and reduce the extent to which low results in one component can be offset by high values of other parameters. Particular attention is paid to assessing the transport accessibility of tourist sites, the spatial distribution of tourist flows, the involvement of lesser-known cultural locations, the monetization of cultural capital, and the economic outcomes for local partners. The possibilities of applying the proposed approach during the pilot implementation of a digital tourism platform in Ukraine are identified. The practical significance of the results lies in their potential use by tourism management authorities, tourism enterprises, and digital solution developers to substantiate investments, monitor implementation outcomes, and make informed decisions on platform scaling. The proposed methodology can be adapted to the conditions of different tourism regions. The object of the proposed assessment approach is an author-developed conceptual model of such a platform, considered as a project-based digital solution for subsequent pilot testing in Ukraine.
