DEVELOPMENT SYSTEMS OF AGRARIAN ENTERPRISES AS TOOLS FOR THE FORMATION OF AN INNOVATIVE ECONOMY

The article summarizes and proves that the creation of effective domestic cluster systems for the development of agrarian enterprises requires the active participation of the state in the management of the development of cluster structures in terms of the use of various forms of public-private partnership in the framework of ensuring the sustainability of the development of territories where agrarian clusters are formed, as well as in part of the formation of effective institutional support for agrarian enterprises through the formation of relevant institutions and regulatory legislation regarding the stimulation of the introduction of innovations and innovative ways of managing the economy by subjects of agrarian entrepreneurship. The system of development of agrarian enterprises was studied as a toolkit and an effective factor in the formation of an innovative type of economy. The main features of the innovative type of development of various levels of economic systems, the essence of EIT, and its features are revealed. The conceptual basis of the innovation-type economy in the interrelation of its structural elements is proposed, where the national innovation system and innovative systems of enterprise development, in particular agrarian innovation systems, are the key components. Innovative systems for the development of agrarian enterprises at the level of specific agrarian enterprises have been studied. A generalized model of the internal innovation system of agricultural enterprise development is proposed and substantiated, which includes the following subsystems: strategic-target (management) block, scientific-research, personnel-intellectual, investment-financial, information-communication subsystems.
