TOOLS FOR INCREASING THE COMPETITIVENESS OF AGRARIAN CLUSTERS IN THE CONDITIONS OF UKRAINE'S EUROPEAN INTEGRATION

Abstract

The article substantiates the relevance and importance of innovative development of agricultural enterprises in modern realities, outlines processes, including: development of a new or fundamental change in the existing agricultural product; introduction of new types of activity; development of new methods of production and distribution of the product; development of new sales markets; development of new sources of supply of raw materials and other factors of production; development of new forms of personnel management, introduction of new methods and standards of general management of agricultural enterprises; implementation of new or changed innovative strategies of the enterprise; search and implementation of new sources (schemes) of obtaining monetary and credit resources. It is substantiated that the innovative development of agricultural enterprises takes place within the framework of the national economic system. The state is the key generator of institutional norms and regulations for the development of business structures, and accordingly forms a favorable innovative environment of the domestic economy. Therefore, to support business structures and strengthen competitiveness in domestic markets and scale up in international European markets, it is necessary at all levels of national economy management to form an effective strategic toolkit for the rapid restoration of the economic system of Ukraine in the conditions of martial law and post-war recovery. The toolkit is presented to stimulate the creation of farmer cooperatives and networks, which reduces dependence on intermediaries and strengthens market positions, attracts investments and creates jobs in communities. The development of agricultural clusters in the context of European integration is a strategic direction that will ensure sustainable development of the agricultural sector in Ukraine, increase its competitiveness and integrate it into the European agri-food market.
